He shouldn’t have Defang.
If is a hard poison counter I don’t see anything wrong with defang honestly.
If he needs to be toned down is not defang the problem. Maybe give him rapid entrance and not roaring and that’s it. But even this kills the idea of hard counter, I’d rather change Tyrannical Ruling to double BT
It’s not just a hard counter, it’s an instant win.
Only against poison which is fair imo.

Try and play him without Novemdomina and you would see how good he is

I know, that’s a good thing. Monsters that work without the need for teambuilding are boring and dumb.
