Just to put it out. An F tier can feel like a S+ tier in right circumstances. But the circumstances are normally rare. Playing the game for 10000+ hours (or anything for that matter) means you have great understanding of things surrounding it and neo is no different really

One of those paths leads to novadrake having stun counter and angelion being a stunner and having 51tu moves so no, I wouldn’t say they lead to the same result.

and I highly doubt any of them could produce a team where you could freely swap angelion and novadrake without there being some serious discrepancy in how the team functions.

I know one such team…… my stun spam team where you have Bastia and doomgoo at the end with momo. 4th Mon could be nova for extra stun if needed of Angel for extra layer of stun protection.
