Save for the shrine.
Even if it’s hard at first, it’ll be worth it. You won’t regret to save.
I proved on my 2nd account that saving for shrine without using a single gem is possible and quite fast, I saved to 500 gems in 46 days that time, playing exclusively with catchable monsters.

I saved for the shrine 50 gems… all I got was total 61 gems…
So I dont trust it

So, you got 11 gems for doing nothing but saving the gems to a certain amount, and you don’t trust it…?

you should save the gems at least 500 so you can get 100+ from shrine.

You get a minimum of 100 free gems from the 500 gem shrine each time you do it which is almost double the amount of gems you have now. Also if you take into account the absolute worst possible outcomes, you get 1+10+100 gems which is 111 free gems, almost 3 free hatches.
What is there not to trust?

The others are completely correct about how you should save up your gems.
In terms of festivals… they tend to come roughly every 6 weeks.
