You cant. If your name was locked its because you used a offensive name and devs revoked your permission to change it

Are you trying to change it to an offensive name? There is some words that get straight up blocked as they have a diffrent meaning in one language from what you intend

Hmm then there is one of two possebilities i can think of
Either the person who used the account before you used an offesive name at some point and had it locked to something he used previously by devs
Or
Name changes is only possible by the original owner of the account. As account sharing is against the TOS and this is devs attempt to atleast slow it down
Fixing it can be possible if you send a mail or message to the developers and ask them. But since the account is not originally yours they might not help as you have broken the game TOS tho
