Put your monsters in cost order, select the first monster, press over, select the new first monster, then over until you have 16. Then assemble a team. Do this if you have 90+ legends.
If you have 70-90 legends, pick every 6th.
If you have 50-70 pick every 4th.
30-50, pick every 3rd.
29 or less, every other.
