I cannot skip more than 2x. How do others in pvp skip up to 4x in a row?

If an enemy is right up next in turn order and you skip them but they skip you back, then you can’t skip again. It’s to prevent people from just skipping endlessly without ever doing anything. However if an ally is immediately up next and an enemy comes after that, then if you skip behind the enemy then the enemy will be stuck instead. You can also skip past sleeping enemies without any problem.
Did I miss something regarding the pvp battle shot clock? I was enjoying a really fun match and lost my turn twice when the shot clock only gave me 9 seconds. My apologies to the player I quit on but I got frustrated.
