I too had same issue. Van Smith freezes for 400 seconds whenever she uses any skill and the skill does not affect enemies
Edit:- Even the first form of Van Smith gets stunned when she uses any skills on my team

We are very sorry for the issue.
We are still trying to figure out why some devices are having trouble downloading our in-game assets, specifically these new monster files.

The skill say 1 monster it didn’t say Ally monster so yes you can give oponent nophiam

No it gives the enemy the copy! Thats what i think is wierd! Maybe im crazy
Yes that’s what the bug is saying. So in reality it’s supposed to work in an opposite way of that note is describing.
I gave one to my opponent and made my galvbane piercing double slayerbane when there was no mythics on the opponent’s side of the field lol
But but but but! The sentence below that one says that this has been fixed for the pvp event and will be adressed in pve content during the next update
