It’s about a 5% chance to get a legendary. Although I don’t know how the math on the festival works I’m thinking it works something like this.
If its a ~5% chance to get a legendary, but if there were 20 legendaries then that makes it a .25% chance to get an individual legendary you want (if there were only 20).
Does this 2x chance mean that that becomes .5% hypothetically.
Meaning you have a 5.05% chance to get a legendary?
I’m thinking it’s like this because I’ve gotten a legendary during one of these festivals but it wasn’t the advertised one so you can still get others.
I guess I should just hold my gems for rate ups and stop being so antsy.

It doesn’t have to represent love. Just a new monster with another set of days for them to bait people into spinning with a festival egg.
Rexo isn’t new though. Festivals always bring a new monster. Rexo drop rate would increase in a special egg.

i got 1 legendary 3 days a go and one few hours a go only whit free gems 
I had the impression the best time to summon was during rate ups.
Or is that only for super epics, and one you get enough super epics then you wait for festivals for specific legendary’s?
Festivals only give rate ups for specific legendary’s right? not all of them?
Festival eggs increase chances of getting super epics and legendarys with a increased chance of also getting a featured legendary
And special eggs only increase the chance to get a specific legendary but dosent increase your chances of landing ona legendary
All in all festival eggs will give you the biggest payout if you going to spend any money spend it during these times you are guaranteed to get a few good monsters
Oh maybe I’m just remembering things wrong, I remember a rate up thing… but it wasn’t the special eggs with specific things so I guess the thing I was talking about was festival’s, managed to get 5/6 super epic during it I think. Wouldn’t spend my gems any other way now.
Same I’m really hoping for one soon I will deffs spend a few 100 during those times
