Yeah I get that point but its the ap that ruins it. Maybe tweak the damage a little so that it changes with 100% as max damage then 99%-90% is another set of damage the 89%-80% then 79%-70% as the weakest of the good damage.

If it goes really bad you have to hit him 3 times just to make the CS less powerful. Yes, Valza is OP. But I think itâs okay since he was useless all the time.
You should stop running Valza behind Cobra, of course heâs not OP for you then 
I dont run valza behind cobra, ahhaha, valza is in my end game while cobra is fl, hahaha, Valza and the other cs dudes are negated by ap and also valza is countered by delu which is pretty common in the meta together with peng.
