They are 1% drop rate from eggs. You can evolve it to second form when you first get it. You need it 4 times to get the final form.
You should only target mythics when you have been playing the game for a while. They take roughly 2000 gems to get 4 copies. Over time you get enough gems to do it, especially if you keep 500 gems to get lots from the fortune shrine every few weeks.
