hey guys so i was playing pvp today and played against this guy.my question is when two monsters or more are equal at speed just like in the pic how is it decided how they form up in line?

Potions actually boost the monsters’s speed as well as their time, though it doesn’t show it in the stat menu. If they have the same speed, it’s just 50-50 I think.
