No catchable monsters can be powered up or awakened. The only monster in my team is the starter thunderling. I thought this was a monster catching game?

Yes, but characters have the same passive skills but have higher stats, so what is the point?
Team cost limits what you can use. Those weak monsters have low cost so you can slip them into teams for particular skills/effects.
