Good question. I can’t tell you the exact date but the chapters didn’t continue for quite a long time. There is no announcement about when it will continue. It just remains on “soon” but it’s not defined. Soon can mean for Devs 1 year 
I wouldnt get youre hopes up, its been a lifetime since they added the last chapter and the way they’ve been handling things doesnt seem like it will be anytime soon. Maybe they’re uncertain of the games future so dont want to waste the effort 
Also I find it oddly strange how I asked if the legends store was p2w so far I got radio silence and it’s been 2 days
That’s not strange, they simply are busy atm. Just have a little bit of patience. This game has always been quite f2p friendly and I don’t think they will turn away from that concept

I hope so man because this update seems like it’s gonna fix the game but they always say coming soon or next update and it seems to be further then it appears to be
I’m F2P and usually finish top 25, 11th being my best. So although there will always be an advantage with paying players, you can still do well as F2P

I went and checked my payment history ive spent 1444 usd on neo thats crazy glade i turned f2p now before spending even more.
Since april 2016 so thats 3 years now roughly each year ive apent 481
