It is possible for them to change it. I had mine changed. I can’t say if they will though
or maybe someone trusted him with his/her account and he wants to steal it from him/her 
no, i just wanted to trade with someone and see if neo monsters can change restore codes so we can both end up with safe account trades, instead of us trying to recover back
