1-Blaming the victim here doesn’t accomplish anything. If someone accidentally starts a fire in their house, should the fire department refuse to put it out because it’s the homeowner’s fault?

I’m gonna stop you right there. After the fire is put out, you gotta immediately investigate them for arson (plant evidence if necessary). If that doesn’t work, it’s up to the insurance company to do its best to give the former homeowner the least amount of money for coverage possible.
