Very very low chance to encounter it and low chance to capture it. Someone posted where it is earlier on in this thread. I got mine from egg months ago

I think it is an ongoing joke between the Devs to hide one of the best legendaries in plain sight like this. Unfortunately for them there are a few players who’ve actually found it. As soon as mist let the secret out I knew most people wouldn’t believe it.

Isn’t the first time, the older players who played hunter island would know that in the first town you start in there was a tombstone you could click on and it gave you the option to type. If you typed penguin then you got penguini. Was something like that anyway can’t remember exactly
Guys i wrote Mike Dev and he said that they removed jt today, luckily i got one before it, but for everyone else, stop searching cause u will never find it sadly

The islands are offline content.
but that doesn’t mean that they can’t add another legend there.
They would have to add/remove it through an update. They couldn’t do it server side like mist7 says.

No, you can’t tweak offline stuff without an update as the offline stuff is built into the app. You can’t alter the app’s source code without an update. If you could alter the offline content without an update it wouldn’t be offline
