Gaiaworm (9 stars), Tremorback (9.5 stars), georex (8.5), stegotops (8 stars) and twigster (8 stars) are the strongest I can think of. You can also get greenking (8.5 stars) from pvp.
All dragons (the four elemental ones) 9 stars each.
