Does this forum have an impact on game administrators?
I would say yes
since we have made couple changes in the game based on players’ feedback and suggestion.
As well as monster skills and buff/nerf ideas 
Certain monsters have been adjusted (nerfed or buffed) according to reactions on the forums, as well as bugs being fixed after popping up on here.
The pinned tier list has also had an impact on monster balancing in the past
