I’d go for the Flutterdrakes, but since they all look alike, I’ll settle for Atlanteon. It’s not so much the coolest, as it is the cutest.
He was a legend in hunter island and one of the best as metal type monsters were amazing

Blitz is for me the best looking final form. Amazing colours and animation. That’s a Dragon for you.
However I love how Tezlar (1st form of Tezladragon) looks. Great colours, cool pose, simple, good. Then his design just gets worse and worse (sorry).
And Coldheart, even his name is so cool. Blizzheart is overkill again in terms of design.
For me it’s Phantomaiden. Beautifully menacing shadow assassin and looks very original I think.
@Exu I completely agree that lots of monsters go overkill in the design in the final form. I think most of the legendaries look fine here but super epics and some of the older ones just have way too many “bits” stuck onto their body. It’s like they looked cute and cool in their second last form then it got handed to a child with the instruction “add spikes and stuff to make this look menacing and cool”. I like the visuals of many of them, but sometimes a cleaner look on the monsters is better. Blitzdragon a SE I thought about picking as my favourite too.

My first SE of the game. Sadly, way too slow and obsolete compared to other SE monsters. 
Phantomaiden is a very clean design as well (could be a Dark Souls boss!), and a good mons, sadly don’t have her 
One good example where they did the “bit sticking to the body” right is Omegasdragon. My god he is so over the top anime and I love it, it just works for his name and design. Sadly his looks don’t match his power. Wish he had warca’s moveset instead of auto poison, it would fit his aesthetics better.

Devilborg is one of the few monsters (three or four in total I guess) that have an asymmetric look. I think it is the most asymmetric one in the design.
Have you ever noticed how Devilborg is facing off to the side but his upper arms are reaching out towards you? He’s fooling you with his lower arms, making you feel like you’re safe!
