Did somebody heard something new about this? I didn’t had the time to play Neo Monsters from the beginning but I was a loyal HI player and missed the first phase.
There was a petition and the devs told that it’s going to happen, but that was about 5 month ago.
Who knows, but if it does happen again, i’m going to transfer my penguini xD
It was discussed before the reason it did not last long or happen again was due to issues with Apple, they and I quote would not allow such a transfer again

I do remember how Ryan or another Dev was kind of raging like “Why should we do this, that’s so much work and brings no benefit”
That’s why u don’t believe the Apple theory 
sorry ro dissapoint, but penguini couldnt be transfered first time, so even if a second transfer will occur, that might not be possible
