Who have high bonus and if same bonus than it’s random ig.
Even if one monster has 99 and the other one 97 speed, it’s possible if the random value is in favor of the 97 and not in favor of the 99, that the 97 goes first.
Monsters with 99 speed AND a +9 bonus will take priority over +6 bonus (and +7 and +8), who takes priority over +3 (and +4 and +5), who takes priority over mons with 99 speed and no bonus (and +1 and +2).
