If it’s a DNS restriction you can bypass it by using a VPN (recommended) or setting up a custom DNS (not recommended if you don’t know what it is)

It seems that both of your phone runs on Android 4.4.2 KitKat, which is a very old version of android OS. May be it have something to do with it.
ProtonVPN needs minimum Android 5.0 to work
