Every 20 or so days they have a special event under the super power up event of the ultra evolve quests where you can choose vora. You also get it as an award for beating the grand champion (or some part od the main story near that), you can purchase it in Whales Treasure finn shop, or its the 9th floor reward for Showdown Tower.
