I can think of very good things with it in both pvp and pve, and it is a beautiful design

This monster is very interesting.
Interesting monster for sure. I like the passive, though for PvP it might be a bit RNG.
Shikabloom looks amazing.

this legend is better than the new water legend
Both legendaries look brilliant to me. The water one is as stun protection before anything else. Raw hypnotise is excellent and the catapult is decent damage when it’s getting turns (does 4100±10%). Seems nicely balanced as a worthy legendary stun protection

It’s obviously the beautiful camo monster. No questions asked
Shikabloom has the higher ceiling. If you can meet the team building requirements it’s way more powerful than monsters we saw in the past. It’s a huge payoff for beasts.
However, Cetaskagon is very good as general purpose stun protection. It doesn’t excel at any one thing and is basically inferior to G.F. Jasmine but stands above other monsters like Utopion. I think it fits in PvP well right now but as we start filling our teams with more and more mythics (or just slow legendaries, aka high HP) it may fall out of favour because raw catapult won’t be doing enough.
So each has their place. People with smaller collections will benefit lots from Cetaskagon. People with large collections will love Shikabloom.
