I did it on the last shrine in the last 2 hours with beating hell mode chapter 7 
But got only 656 gems .
And i dont use any gem in this moment .
Who knows what shitti ideas the admins have for anni ,
Perhaps they let the offering grow to 700 or 750

The shrine itself will give you an extra 30
or so. So you’re aiming for around 100 gems to make.
Anniversary will give plenty of extra gems, plus the PvP ranking rewards and daily gem. With PvE in the mix I think it’s doable if the fortune shrine is kind on the second roll.
