Is there a way to play one account on multiple devices? iPhone, iPad, etc.

Currently no. You can only transfer your account across devices.

so like if i download the game on ipad and iphone with the same itunes account i will get different neomon accounts?

Yup. Neo Monsters doesn’t support cloud save. You can transfer your account from one device to another but this account transfer can only be done once per year at the moment.

so like nothing bad will happen if i run 2 neomon accounts on the same itunes account?

Nope. I have two accounts that run on the same iTunes account.
