You get him (his first form at least) from capturing 101 monsters and then going to Agramis and getting the reward there.
Do you have to catch them or can u evolve the first evolve forms.
You can’t catch neither Arky nor Arkwing in the wild. They have to be obtained through the 101 arkadions challenge, which Ashley described above.
