Agramis Cave capture challenge - Pengboy?

Hi guys,

I’ve been trying to complete the capture challenge in the cave near Agramis, but for the life of me I can’t find Pengboy. Is he rare, or only spawns on a certain floor? Any help would be appreciated!

And for Pengboy, he is rare at Agramis Cave. You can catch this ark after in this story (he become more common) just stay patient.
