I don’t know if this is a bug or I’m just missing out on something, but why this skill doesn’t work even tho all my monsters in fl has a speed lower than 40%
It’s just ur comprehension is bad, respectfully it’s whole team not just fl

You misread. All the monsters in your team must have a speed below 40, not just the fl

It only works if your entire team is under 40% speed, which makes it ■■■■, because VKC doesn’t do that to Morty and solves the problem once and for all.
Every member in your team except blightosis has to below 40 speed. So it has to 39 or below for speed per monster
