I’ve tried to do the lightning starter part twice now and both times I didn’t actually get the monster afterwards. Has this bug happened to anyone else and is a fix being worked on? ---

You should take a closer look to the mission it says 60 % chance of getting it on the second try. It’s a 100% chance on the first try for each starter. ---
