Getting people to commit time to things like moderation is far harder than you’d realise, even if you give them benefits like extra gems or something. Also, getting people who can genuinely moderate well to encourage and facilitate the kind of environment you’d like is rare.
Also something to consider… moderating on a forum or discord is made easier by being able to ping a moderator when something bad happens. World chat won’t have that functionality so it won’t be possible to cover 24/7, which might mean it’s still a toxic mess even with a good moderator team.
Sorry but it sounds like you’re severely underestimating the practicalities.

Okie I agree with you but what about guild system??
Lots of people have different ideas about what a guild system would include, so I can’t really comment on it without knowing what’s expected.
Personally, I have bias against guild systems. I think they only work in games intended to be social (e.g. MMORPGs). In other games they don’t add much except the social pressure to play regularly and to spend to match other people’s spending.
A lot of these “features” you see in other games are actually strategies for making players spend more. For example, world chats often broadcast people’s good “hatches” or when they spend money so it normalises things that are otherwise rare.
